Our Five-Year Roadmap

A phased growth strategy built on operational excellence, strategic partnerships and sustainable maritime development. Each year establishes the foundation for the next stage of growth.

2026 Year One
01 Establish & Activate

Operational Foundation

Establish operational capability, activate core business divisions and generate initial revenue. The priority is building a credible delivery track record rather than pursuing rapid expansion.

  • Engage credible OEMs, suppliers and resource companies.
  • Activate bunkering and waste oil disposal operations.
  • Execute initial maritime asset procurement contracts.
  • Deliver UNODC-aligned training programmes.
  • Establish cold storage clients and warehousing operations.
  • Operationalise the digital marketing division.
Year-End Target

Revenue from at least four divisions and signing of the first government framework agreement.

2027 Year Two
02 Consolidate & Expand

Contract Pipeline & Market Consolidation

Convert established relationships and operational credibility into medium-term contracts, institutional framework agreements and expanded commercial activity.

  • Target training and procurement frameworks with Pakistan Navy, Coast Guard, PMSA and other relevant maritime institutions.
  • Engage Customs, Anti-Narcotics Force, NDMA, port authorities and fisheries departments.
  • Secure Blue Economy consultancy mandates with provincial agencies.
  • Expand seafood exports into GCC and Canadian markets.
  • Strengthen project management and quality assurance systems.
Year-End Target

Framework agreements targeted with two defence institutions and seafood exports reaching three international markets.

2028 Year Three
03 Connect & Partner

International Partnership Development

Build a regional partnership network that expands access to technology, investment, specialist expertise and international markets.

  • Establish preferred regional distribution arrangements with selected OEMs.
  • Develop co-financing relationships with international development finance institutions.
  • Advance joint venture opportunities with Canadian, US and Gulf commercial partners.
  • Explore logistics and cold chain infrastructure partnerships.
  • Expand training services into neighbouring countries through bilateral agreements.
Year-End Target

Two international partnership agreements and delivery of the first cross-border training programme.

2029 Year Four
04 Deliver & Transform

Blue Economy & Infrastructure Delivery

Move from advisory services towards tangible project implementation, infrastructure delivery and measurable outcomes across the maritime economy.

  • Advance aquaculture feasibility studies into supported implementation projects.
  • Translate coastal tourism frameworks into investor commitments.
  • Deliver AI-enabled maritime transformation advisory with documented outcomes.
  • Execute floating jetty and harbour development contracts.
  • Strengthen implementation oversight and project delivery capabilities.
Year-End Target

Two Blue Economy projects in active implementation and completion of the first infrastructure delivery contract.

2030 Year Five
05 Scale & Sustain

Regional Platform Establishment

Establish CANPAK Ventures as a recognised regional maritime solutions platform with diversified revenues, active international operations and a reputation for consistent, standards-compliant delivery.

  • Develop active operations across Pakistan, Europe, the Gulf and East Africa.
  • Build sustainable commercial relationships in regional markets.
  • Develop independent revenue streams across all six business divisions.
  • Strengthen governance, quality standards and institutional partnerships.
  • Implement a structured Environmental, Social and Governance (ESG) reporting framework.
Five-Year Target

Active operations in at least three regional markets, all six SBUs generating revenue and a fully operational ESG reporting framework.
